A baal teshuva has a lot of enthusiasm and tries their best to practice what they have learned.
Some frum Jews might not have that same enthusiasm though because its become routine, or some other reason.
Another thing that might happen is that a BT has just learned about something and so they are very careful about it, where as someone else might be laxed about it. This is discouraging to the BT.

We need to be to be aware of this and then work on ourselves, so we can be a good, encouraging example for others.
As for Jews in general, if anyone feels discouraged about something, we should remember the reason to keep Torah and mitzvos. It's our obligation, and it connects our soul to Hashem while also bringing light to the world
