WICK AND OIL LEFT IN A LAMP

The Gemara says that the people of Galil were forbidden to move the lamp that had the leftovers of a wick in it, since it was Bosis to it, though it also contained oil. Rashi explains that since linen was a rare commodity there and very expensive, the leftover wick was not inferior to the oil and therefore the lamp is Bosis to the wick. BOSIS FOR BOTH HETER AND ISSUR

If an object is a base for Muktza and Heter, it doesn't have the status of Bosis. We see this in the Gemara about an incence-burning-pot that have both wood (Muktza) and ash (Heter, since they can be used for covering spit) is not Bosis and you may move it as is.
